		<description>Rangel is right but for the wrong reasons. He could care less about the health of the armed services. That said, however, America needs a program of national service so that so many of the goatee wearing buttheads I see every time I go back to the states understand what citizenship is really all about. Furthermore it would mean that the military would not have to recruit so many women since it would establish the priniciple that the military should have first command of the the nation&#039;s manpower. Finally, Rangel is right when he points out that too many privledged folks take a pass on their obligations as a man. 



So I support a draft coupled with disincentives for not serving. Don&#039;t complete your national service? Expect to pay more for college and wait in line behind those who did. That&#039;s the way it works in Singapore and elsewhere  in Asia.</description>
