Bay’s comments ignore the context of the time and in which the decisions were made. Also he fails to put some of the blame where it does belong-on the Iraqis themselves who then as now did not think this through.
Its probably true that we could have gone in and shot down Saddam’s aircraft when they attacked the Shiites. However in the end I think the premise Baker was working from was fundamentally correct. Iraq in 1991 was a big divider between Iran and the rest of the Middle east. Now Shiites border Saudi Arabia………..which does us no good in the long run, because that serves as and enabler to Iran.
And finally the Arab track record when it comes to democracy justifies the conclusion they can’t get that right either. Thus that was why the British alwasy advised us to strengthen the monarchies.
